This is the base table for the Latin Tax Categories window. Each row
represents a tax category valid between the START_DATE_ACTIVE and the
END_DATE_ACTIVE.
The PRINT_FLAG and TAX_INCLUSIVE columns are defaulted to the
tax codes and tax groups using this tax category.
