JTF_DSP_SECTIONS_TL stores translated information about the Sections stored

the translated attributes of the Section, and the identifier which uniquely identifies
the Section. You need one row for each Section in each of the installed languages.
Each row includes a language and SOURCE_LANG column which can be used to
determine if a value has been translated or defaulted.
