FND_ATTACHMENT_BLOCKS stores information about
those window regions for which the attachment feature is
enabled. Each row contains a flag that indicates
attachments invoked in a region should be either
query-only or able to be modified according to the
privileges associated with the
FND_ATTACHMENT_BLK_ENTITY record (QUERY_FLAG).
There is also a value to define the method of security used
for the document (SECURITY_TYPE, where 1=Organization,
2=Set of Books, 3=Business unit, 4=None).
