Overview
CSM_UTIL_PKG is a foundational utility package in the Oracle E-Business Suite Field Service (CSM) product family. It provides the shared infrastructure used by the Field Service application to synchronize the mobile "Palm" or handheld client with the server-side database — the mechanism historically branded as Mobile Field Service (MFS) and, in later releases, as the Oracle Field Service disconnected client. The package owns the dirty-queue logic that marks records as modified so they can be pushed to connected devices, resolves user, responsibility and language context, and performs deferred and rejected transaction handling.

CSM_UTIL_PKG is not an end-user API; it is invoked internally by the Field Service forms, concurrent programs and synchronization routines that build and transmit the handheld data set. Because it is referenced by 133 other packages, customisations should call its documented functions rather than duplicating their logic, and any changes to its specification require recompilation of all dependents. Sites extending Mobile Field Service should verify that resource and user eligibility queries remain consistent with IS_PALM_RESOURCE and IS_PALM_USER, since these govern which records are dispatched to disconnected clients.
