Because the package is referenced by 17 other packages, customisations should not alter its public signatures; extensions are better implemented by adding new Workflow subscriptions against the raised events. Direct calls are appropriate in custom PL/SQL only when the caller supplies the correct identifying keys and expects the same event semantics as the standard admissions flows.
