Overview
CE_FORECAST_UTILS is a utility package in the Oracle E-Business Suite Cash Management (CE) module, owned by the APPS schema. It supports the Cash Forecasting feature set, which allows treasury users to build, duplicate, populate, and execute cash forecasts against projected cash flows. The package aggregates a number of internal helper routines — some related to forecast structure maintenance, some to currency and exchange-rate handling, and some to security and installation checks — into a single reusable unit. The header comment ($Header: cefutils.pls 120.1 2006/03/14 23:26:23 eliu ship $) indicates it has been a stable part of the CE codebase since at least the 11i era and continues to ship unmodified through EBS 12.1.1 and 12.2.2. It is classified in ETRM as an OTHER API, meaning it is not a formally published public API and should be treated as an internal implementation package.
Key Procedures and Functions
- GET_XTR_USER / GET_XTR_USER_FIRST — Return user identifiers used by the eTRM/XTR integration layer, distinguishing the current user from the first/primary user.
- XTR_USER — Numeric counterpart that returns the XTR user as a NUMBER.
- DELETE_FORECAST_CHILDREN — Removes the dependent rows (rows, columns, cells) belonging to a given forecast.
- CREATE_DUMMY_ROWS — Seeds placeholder forecast rows for a forecast header, typically used when initializing a new forecast template.
- UPDATE_COLUMN_SETUP — Refreshes the column configuration for a forecast header.
- DUPLICATE_TEMPLATE — Copies an existing forecast template into a new one with a supplied name.
- POPULATE_TEMP_BUCKETS — Fills the temporary bucket structures used during forecast aging calculations, based on a start date.
- SUBMIT_FORECAST — The core execution routine; drives the forecast generation given project range, calendar, currency, exchange parameters, thresholds, and view options. It is the most parameter-rich routine in the package.
- REFRESH_PROCESSING_STATUS — Updates the processing status flags of forecasts, allowing the UI to reflect completion.
- AGING_BUCKETS_STRING — Builds the display string describing aging buckets for a forecast.
- IS_INSTALLED — Determines whether a given Oracle product is installed, by product ID.
- CHECK_SECURITY — The routine most often sought by users searching for "check_security." It accepts a legal entity ID (X_le_id) and returns a NUMBER indicating whether the current user has access to that legal entity. It underpins data-security enforcement when forecasts are viewed or submitted.
- POPULATE_DEV_COLUMNS — Populates developer-defined columns on the forecast.
Tables Accessed
The package reads and writes the full CE_FORECAST family of tables via APPS synonyms: CE_FORECASTS, CE_FORECAST_CELLS, CE_FORECAST_COLUMNS and its _S (security) twin, CE_FORECAST_ERRORS, CE_FORECAST_HEADERS and _S, CE_FORECAST_OPENING_BAL, CE_FORECAST_PERIODS and _S, CE_FORECAST_ROWS and _S, and CE_FORECAST_TRX_CELLS. It also references XTR_DEALER_CODES for dealer lookups and DUAL for scalar returns. The _S tables drive the security predicate logic used by CHECK_SECURITY and related routines.
Usage Notes
CE_FORECAST_UTILS is invoked primarily by the Cash Forecasting forms and concurrent programs in the Cash Management module, and not by external callers — ETRM records zero dependent packages. Customizations that wish to call CHECK_SECURITY or SUBMIT_FORECAST should do so only with full awareness that signatures may change between patch levels, since this is an internal (OTHER-classified) package. For security validation, CHECK_SECURITY is the supported entry point for legal-entity access checks; for execution, SUBMIT_FORECAST should be invoked with the full parameter set as defined in the source header.
